Steve Witkoff says Vladimir Putin agreed at his summit with Donald Trump to allow the U.S. and European allies to offer Ukraine a security guarantee resembling NATO’s collective defense mandate.

Russian leader Vladimir Putin agreed to have the US and Europe provide Ukraine with NATO-style security guarantees as part of a deal to end the war, President Trump’s special envoy Steve Witkoff said Sunday.

But, given the pushback he got from the Kremlin, Trump did not have room to promise much more. Last week, after his summit with Putin in Alaska, he had already set aside his main source of leverage over the Russians—the threat of sanctions and tariffs that could weaken Putin’s economy. “We don’t have to think about that right now,” Trump remarked.

Trump did not rule out the possibility of American troops helping to guarantee peace between Ukraine and Russia should the leaders reach an agreement.

NATO Secretary General Mark Rutte said on Monday NATO membership for Ukraine was not under discussion but that there was a discussion on "Article 5" type security guarantees for the country that Russia invaded in February 2022.
