Having a similar issue to you (posted a thread an hour after yours), but I turned off my relay and am still getting it. But basically anyone getting a 403 is being blocked because of DDOS mitigation.

Hi, since yesterday I’ve been getting 403 forbidden (living in Singapore), and can only access Ars while using a VPN. Strangely enough, if I connect to a VPN server in Singapore too I also get it.
